Call for New Editorial Team
The ISA Publications Committee is calling for proposals from individuals or teams to succeed the current editorial team housed at Indiana University. Only those with academic affiliations and access to institutional resources should apply. Duties will commence in late 2013 or early 2014 for a five year term. The Executive Committee of the International Studies Association will make a recommendation to the organization’s Governing Council regarding the new assignment of editorial duties for International Studies Quarterly at the 2013 annual meetings in San Francisco. For parties interested in submitting a proposal: A mission statement for the journal can be
found here. Likewise, a link to “journal editor resources” describing editorial duties, and guidelines for proposals may be found on that same page. A recommendation for new editors must be given by the Publications Committee to the Executive Committee by August 20, 2012. Appointment of the new Editor(s) will be approved at the 2013 ISA meetings for a five year term beginning in 2014. There will also be some transitional duties during late 2013. The International Studies Association will provide a subvention to the Editor(s) of approximately $50,000 annually to support the editorial project. Applications should be submitted to Brian M. June 30, 2012, although applications will be accepted until an appointment is recommended by the committee.

The International Studies Association is seeking a new Executive Director and a new headquarters. Representing more than eighty countries, the ISA has approximately 6,000 members worldwide; it is the largest, most respected and widely known scholarly association promoting research and education in international affairs. The Executive Director should be a senior scholar with administrative experience necessary for managing a professional staff and with the ability and negotiating skills to work cooperatively with a wide range of diverse scholarly communities, both inside and outside the United States. The Executive Director is responsible for recruiting and managing staff members, for the day to day operations of the organization, including its geographic regions, academic sections and caucuses, and for planning and managing annual meetings of the association as well as other meetings, including joint meetings with overseas organizations. The Executive Director is also responsible for the ongoing health and well being of the association’s journals in conjunction with the publications committee and the association’s governing council, including oversight of the editors and recruitment of new editors. The executive director is also formally responsible for the budgeting of the association, including approximately $1.7 million in expenditures and $2.2 million in revenues annually, along with an endowment of the association.
Currently headquartered at the University of Arizona, the ISA is organized as a 501 (c) (3) non profit corporation under US tax law. As such it will continue to be headquartered in the United States, ideally at a university in an urban area of sufficient size for the recruitment and support of a professional staff. The home institution is expected to provide office space, extension of the executive director’s salary from nine to twelve months consistent with administrative salaries, two graduate students, and other institutional support for a staff of approximately ten.

Proposals should be submitted as soon as possible but no later than
June 30th,
2012, although the committee reserves the right to continue accepting proposals after that date. The term of office is for five years, with the possibility of renewal, subject to the approval of the Governing Council. The Governing Council of the Association is expected to make a final decision on the position no later than its annual meeting in March 2014. The transition process will begin after the 2014 meeting and will continue until the transition is complete in July 2015. The new Executive Director will formally begin his/her five year term on July 30, 2015

Nominations should also have the prior approval of the candidate. ISA Section Proposed: Religion and IR
Dear Colleagues:
I am writing to invite you to support the founding of a new ISA section on religion and international relations. This section will encourage ISA papers and panels on religion, broadly defined, without prejudice regarding methodology, region, or issue area.
The number and quality of papers on religion and IR at ISA annual conferences is on the rise. By my count, some 3-5% of papers delivered at ISA annual conferences are on religion and the numbers are increasing. In 2010, I counted 134 papers. In 2011, I found 137. At this year’s meeting, about 145 papers touched on religion, faith, secularism and belief worldwide. This is a rough estimate (there is no easy way to identify these papers so I searched on-line programs using several religion keywords) but it indicates a widespread interest.
The advantages of having these papers sponsored by an organized section are considerable. Scholars interested in religion have a hard time locating like-minded colleagues or panels at ISA conferences, developing common projects or furthering their interests as a sub-group. Setting up a section on religion and IR at ISA (as have scholars of security studies, ethnicity, or human rights, for example) will allow us to sponsor our own panels and expand the number of papers presented at ISA at an even faster pace. It will also afford ISA members who are interested in religion the opportunity to network at the annual reception, recognize outstanding papers and books with section awards and initiate round tables and discussion forums.
The American Political Science Association has had a religion and politics section since September 1987. It boasts close to 600 members, making it the 13th largest of the forty APSA sections. Many of our colleagues have already voiced their support for setting up a complementary section at ISA, as has the Andrew W. Mellon Foundation's working group on Religion and IR (Notre Dame), the Program on Religion, Politics and Globalization (U.C. Berkeley), the Center for International Studies (USC), and the officers of APSA’s organized section on religion and politics.
This initiative has already attracted the required 100 signatures but I would like to ensure that this section represents as many scholars, institutions and viewpoints around the globe as possible.

ISA Section Proposed: Global Health
Section
We would warmly welcome your support for establishing a new Global Health section at the ISA. Reflecting the pressing health challenges that continue to exist around the world, the study of global health has now become a salient part of International Studies and International Relations. This is evidenced both by the formation of a sizeable (interdisciplinary) community of scholars researching the international politics of health, and the fact that a number of leading International Relations and Political Science departments have established dedicated research centers on global health. Over the past decade, ISA has already hosted dozens of conference panels on global health and has become the de facto ‘institutional home’ for this global community of scholars. We hope that formal ISA section status would: 1) further strengthen and enhance the profile of global health scholarship within the discipline; 2) make IR the first discipline to provide this multidisciplinary field a formal basis to develop and grow in the years ahead; and also 3) enable the global health movement to benefit from the unique perspectives that international relations and international studies can bring to bear on it. However, under new ISA guidelines we need to receive 100 signatures from current ISA members pledging their support.

New for our 2013 ISA convention, we are excited to announce the Junior Scholar Symposium (JSS). The JSS offers junior scholars the opportunity to present and discuss their research in an environment focused on graduate student professional development. It affords participants a focused, dedicated, atmosphere to provide consistent and useful feedback. The JSS also provides fantastic networking opportunities; participants will interact closely with senior scholars in their field as well as with peers across universities.
The JSS is a special opportunity for graduate students and junior scholars. Each JSS panel will bring together approximately 16 junior scholar projects with four senior discussants from among ISA’s leading scholars. Following a broad introduction to the session, the symposium will divide into four small thematic groups wherein participants will present and discuss their work in this small group setting. Each presenter will spend 15 minutes presenting and discussing their paper together with their small group and discussant.
This new format provides a fantastic opportunity for junior scholars to meet and connect with senior scholars in their field. The sessions will be held in normal panel sessions but will take place early in the convention cycle. For the 2013 ISA annual convention in San Francisco, the JSS panels will be held on Thursday, April 4th, 2013. This way, participants will have met and worked closely with some senior scholars - most of whom play an active role in ISA's current leadership - and have a friendly connection through the remainder of the conference. It is also a great chance to meet similar junior scholars from other universities.

The Academic Freedom Committee (AFC) would like to remind ISA members that we are a newly created committee that is charged with documenting instances where scholars in all disciplines related to international studies are persecuted for their peaceful, non-partisan, professional or personal activities, particularly when engaged in activities related to scholarly research and teaching. The Committee will document such violations as: government revocation of academic degrees; demotion or dismissal; denial of a petition to emigrate, travel abroad or return to one's country of origin; and arrest, arbitrary detention, disappearance, and extrajudicial killing
The mandate of the AFC includes all scholars of international studies, beginning with but not limited to members of the ISA and affiliated national international studies associations. This policy pertains only to the non-partisan, peaceful conduct of academic activities and freedom of expression. Any actions taken under this policy must not contradict ISA's prohibition regarding involvement in political issues.
In cases of documented, serious, and urgent threats to academic freedom, the AFC may, in consultation with the ISA President and Executive Director, publicize the threat or violation through official ISA newsletters, email lists and other relevant means, and urge ISA members to take action on an individual basis. The AFC may also recommend that ISA join the official advocacy efforts of peer organizations or express its concern directly to relevant government officials and international bodies. All action by the ISA as an organization requires a) in cases where urgent action is required, the unanimous consent of the voting members of the Executive Committee or b) in all other circumstances, a two-thirds majority of the Governing Council. Letters of inquiry and concern may be signed by the ISA President, the Governing Council, or the AFC, as deemed appropriate. The President may act on behalf of the ISA only with the expressed consent (as above) of the Executive Committee or Governing Council.
The AFC will convene in a formal session once a year at the annual meeting of ISA to review overall policies. For individual cases, Committee members will maintain electronic contact between sessions and can take up new cases and make proposals to the Executive Committee at any time during the year. ISSS Distinguished Scholar Award
The International Security Studies Section of ISA invites nominations for the Distinguished Scholar Award. The award is given for life achievement in International Security Studies. Typically, nominees will have made major contributions to scholarship in the field both via their own research and writing and their mentorship of others. The nomination may come from any member of the International Security Studies Section. Nominations should be accompanied by a short letter of justification (not more than 1 page) and the nominee’s CV. The award recipient will be honored at a special panel at the ISA
Annual Convention in San Francisco in April 2013. The award includes a plaque and a $500 award which will be distributed at a reception following the panel. The nomination may be sent to the chair of the committee, Gale Mattox, at mattox@usna.edu. Nominations should be received by

Intelligence Studies Section Student Paper Award
Nominations are being accepted for the 2012 Intelligence Studies Section Student Paper Award. Papers on any intelligence topic presented by an undergraduate or graduate student at the 2012 ISA conference in San Diego are eligible. Nominations are limited to papers presented at the 2012 ISA conference. For co-authored papers, the student nominee must be the principal investigator and author to be eligible for consideration. Self-nominations are permitted, as are nominations from faculty mentors, panel chairmen and discussants, and conference attendees. Nominations should include: the student's name; identification of student's academic institution; contact information (email address and phone number); title of the paper being submitted; panel name or number in which the paper was presented. A copy of the paper nominated is not required. The Selection Committee will draw nominated papers from the on-line conference archive. As such, papers must have been uploaded to the conference paper archive to be eligible. Nominations may be made to the selection committee chair, Dr. Glenn Hastedt (hastedgp@jmu.edu) or to the Intelligence Studies Section chair, Dr. Daniel Gressang (daniel.gressang@gmail.com), identifying the submission with the subject line "ISS Student Paper Award Nomination." Nominations are due by
May 18, 2012. One award will be made in the amount of $500.00, and presented at the ISS business meeting at the 2013 ISA conference in San Francisco.

for Nominations: 2012 Boulding Award
The Peace Studies Section of ISA invites nominations for the 2012 Boulding Award. The award was established to honor Kenneth E. Boulding, a founder of the field of Peace Studies. The Award Committee seeks a graduate student research paper, delivered at the most recent ISA meetings, that is (a) theoretically based, (b) empirical (qualitative and/or quantitative), and (c) relevant to a significant problem in the field of peace studies. Any excellent exploration in the area of Peace Research is eligible. Direct submissions from graduate students and nominations from panel chairs and discussants are welcome. The award recipient will receive a two-year membership in the ISA (including peace studies
section), a cash award of $250.00 (USD), a travel grant of up to $300 (USD) to attend next year's convention and a certificate to be awarded at the convention. A cash award of $50.00 (USD) will be awarded to the runner-up. Nominations are due to the chair of the award committee by

The Feminist Theory and Gender Studies Section annually offers an award for the best feminist theory and/or gender studies graduate student paper presented at the Annual ISA Conference. The award carries a stipend of $500 and comes with a peer-review by the International Feminist Journal of Politics with a prospect for publication. We currently accept nominations for the best paper presented at the 2012 ISA meeting in San Diego. Nominations may be made by anyone in the profession. We encourage in particular discussants and chairs on FTGS panels to let us know about outstanding papers you encountered. Self-nominations are also welcome. The person nominated must have been a student at the time the paper was presented. Nominations should include contact information of the nominee and, in the case of self-nominations, also a copy of the relevant paper. Dina Zinnes Award Nominations for 2013
The Scientific Study of International Processes Section is soliciting nominations for the Dina Zinnes Award. This award honors the best graduate student paper presented at a panel or poster session sponsored by the SSIP Section or the Convention Theme at the 2012 Annual ISA Convention in San Diego. Self nominations are welcome. The deadline for receipt of nominations is
June 1, 2012. Nominations should be sent electronically to Brandon Prins (the Award Chair) at bprins@utk.edu. The recipient will be selected by the Section’s three-member Executive Council. The winner will be announced at the 2013 SSIP Business Meeting at the 54th ISA Annual Convention, which will be held April 3-6 in San Francisco, California. A $100.00 (USD) cash prize and a certificate are awarded to the recipient.
IPS Announces Two New Awards
The International Political Sociology Section of ISA (IPS) announces the debut of two new awards designed to promote research and recognize outstanding scholars. The IPS Graduate student Paper Award is designed to recognize the best graduate student paper presented at the previous year’s convention in an IPS (co-)sponsored panel. The IPS Book Award is selected for its outstanding contribution to international political sociology, whether in the form of theoretical development, empirical analysis, or both. Martin O. Heisler Graduate Student Paper Award
ENMISA is seeking submissions for its 2013 Martin O. Heisler Graduate Student Paper Award. This award recognizes the best paper presented at a panel or poster session by a graduate student at the 2012 ISA Conference in San Diego. Students matriculated in a graduate program (masters or doctorate) are eligible. Submissions must focus on at least one of the topics that are at the center of the ENMISA research agenda, such as ethnicity, citizenship, nationalism, religion and migration. International Human Rights Conference
The Steering Committee of the American Political Science Association (APSA) Human Rights Section, the Council of the International Political Science Association (IPSA) Human Rights Research Committee, and the Executive Council of the International Studies Association (ISA) Human Rights Section announce their second joint international conference on the theme “Protecting Human Rights: Duties and Responsibilities of States and Non-State Actors” to take place on
18-19 June 2012 at the University of Glasgow in Glasgow, Scotland, hosted by the Glasgow Human Rights Network.
BISA-ISA 2012 Program Announced
The program chairs of the 2012 International BISA-ISA conference announce that the
conference program is now available online. The conference takes place 20-22 June 2012 in Edinburgh, Scotland. Papers and panels on the theme
Diversity in the Discipline: Tension or Opportunity in Responding to Global Challenges will be presented. The British International Studies Association (BISA) was established in 1975, making it one of the longest established subject associations in the discipline of International Studies; ISA is the largest such association in the world. For only the second time in our history we will be hosting a joint conference. This will bring together scholars from across the world, at all career stages, in probably the largest International Studies conference ever held in Europe. Please see the BISA-ISA

ISAC/ISSS Sectional Conference 2012
You are invited to submit a proposal for the next ISAC/ISSS Sectional Conference 2012. The conference theme will be Security Studies in Times of Transition. The event, hosted by the Triangle Institute for Security Studies ( a consortium of Duke, UNC-Chapel Hill, and North Carolina State University, and will be held at the Friday Center, Chapel Hill, North Carolina, 4-6 October 2012. One of the great challenges in any field of study is integrating elements of continuity with the dynamics of change. No brief summary of the current state of international politics can do justice to the magnitude and scope of its transformations, even within the past year. Reconfigured borders, innovations in multilateral cooperation, and innovations in technology abound, as do emerging threats. The classical elements of security studies remain: power, priorities, force structure, strategy, and scholarly methods of inquiry. However, critical to their application and their ongoing relevance is to correctly name the geopolitical environment and to assess the practical changes needed in perspective and action to effectively maintain security. As such, this year’s conference will cultivate a discussion among scholars and practitioners, on the frontiers of knowledge in the field of security studies. Proposal submissions are due
26 June 2012 and should be submitted via the MyISA system web site (www.isanet.org/myisa). We strongly encourage full panel proposals. Individual paper proposals will be matched as appropriately as possible. Non-paper roundtables also are encouraged as are persons interested in serving as discussants/chairs. While we welcome foci geared to colleagues’ particular areas of research, we particularly seek papers that address breakthroughs in the field under a broad conception of international security.

ISA-Midwest
ISA Midwest announces the debut of the Excellence in Teaching and Mentoring Award. This award is broadly designed to honor faculty members in the ISA Midwest region who excel in working with students, recognizing that a core part of our work as educators takes place both in and out of the classroom and can significantly impact the lives of our students. The award takes into account that excellence in teaching may take a variety of forms. The award might be made to a faculty member who excels in any (or all) of the following areas (this is not exhaustive):
- Using innovative teaching methods
- Designing a creative new curriculum
- Exceptionally employing experiential learning (service learning, travel abroad, role playing, simulations, case studies, etc.)
- Demonstrating significant professional development over time in the areas of teaching/learning/mentoring
- Sharing their insights on teaching/learning/mentoring with other professionals
- Serving as an outstanding mentor to undergraduate or graduate students
- Engaging students in their research or encouraging the students’ own original research
Nomination Process:
Nominations should be made by a colleague who has first hand knowledge of the nominee’s teaching and mentoring record. Self-nominations are not allowed. Nominations should include: 1) a clear description of the teaching/mentoring achievement(s) to be evaluated by the committee; and 2) a current CV from the nominator.
Materials to be Submitted by the Nominee:
1) letters of support (no more than 3) from current or former students of the nominee; 2) a statement of teaching philosophy; 3) a current CV; and 4) additional supportive materials as appropriate (e.g., syllabi, sample assignments, photos, video, web-based or multimedia content, or sample summative work of the class ).

ISA Midwest Excellence in Teaching and Mentoring Award

The faculty will review the nominations and select the nominee that best exemplifies excellence in teaching and mentoring, taking into consideration whether the nominee has made efforts to assess and revise her/his materials over time, and whether she/he has sought to disseminate her/his practices to others on her/his home campus or in the broader community. Committee members should be aware of any potential conflicts of interest and recuse themselves from reviewing any nominee from their own institution or any of their former students.
Award Recognition:
The recipient will be honored at the annual ISA-Midwest conference. A special roundtable or panel will spotlight his/her contributions to teaching and share his/her innovations with others.
ISA-West
The 2012 ISA-West Annual Meeting, co-sponsored this year by the ISA International Ethics Section, will be held October 19-20 at the Pasadena Hilton in the heart of Pasadena, California. We invite paper, panel, and roundtable proposals on any aspect of international studies, including those related to pedagogy within the discipline. We especially welcome proposals related to this year’s theme, Climate Change and Human Security. The predicted impact of climate change on human societies has been a topic of wide-ranging discussion for some years. While there are still
"climate deniers" who argue that climate change is not happening or is not resulting from human activity, groups such as the UN Intergovernmental Panel on Climate Change have issued a series of reports detailing predictions for the future in areas of food security, fresh water availability and access, health and the spread/migration of disease, and effects on coastal areas due to rising sea levels and increased storm severity. All of these will have significant consequences on human societies; many will lead to life-threatening challenges for various populations around the world. Please submit proposals via MyISA by

ENMISA is seeking submissions for its 2013 Martin O. Heisler Graduate Student Paper Award. This award recognizes the best paper presented at a panel or poster session by a graduate student at the 2012 ISA Conference in San Diego. Students matriculated in a graduate program (masters or doctorate) are eligible. Submissions must focus on at least one of the topics that are at the center of the ENMISA research agenda, such as ethnicity, citizenship, nationalism, religion and migration. Call for Nominations - Best Graduate
Student Paper Award: FTGS annually offers an award for the best feminist theory and/or gender studies graduate student paper presented at the Annual ISA Conference. The award carries a stipend of $500 and comes with a peer-review by the International Feminist Journal of Politics with a prospect for publication. We currently accept nominations for the best paper presented at the 2012 ISA meeting in San Diego. Nominations may be made by anyone in the profession. We encourage in particular discussants and chairs on FTGS panels to let us know about outstanding papers you encountered. Self-nominations are also welcome. The person nominated must have been a student at the time the paper was presented. Nominations should include contact information of the nominee and, in the case of self-nominations, also a copy of the relevant paper. They should be submitted to the chair of the Award Committee at

Foreign Policy Analysis Section

The Foreign Policy Analysis Section was busy as ever at the San Diego
ISA Annual Convention. Once again FPA is the second largest section of ISA, with a gain of 50 members over last year to a current total of 826 members. The
Section sponsored or co-sponsored 96 panels, 2 poster sessions, 1 innovative panel and 1 working group at this year’s conference, representing a wide range of research and inquiry. Thank you to all of the panelists, chairs, and discussants who helped make the conference such a great success.

Intelligence Studies Section
(ISS)
Nominations are being accepted for the 2012 Intelligence Studies Section Student Paper Award. Papers on any intelligence topic presented by an undergraduate or graduate student at the 2012 ISA conference in San Diego are eligible. Nominations are limited to papers presented at the 2012 ISA conference. For co-authored papers, the student nominee must be the principal investigator and author to be eligible for consideration. Self-nominations are permitted, as are nominations from faculty mentors, panel chairmen and discussants, and conference attendees. June 15, 2012. The IPS Book Award is selected for its outstanding contribution to international political sociology, whether in the form of theoretical

The International Security Studies Section of ISA invites nominations for the Distinguished Scholar Award. The award is given for life achievement in International Security Studies. Typically, nominees will have made major contributions to scholarship in the field both via their own research and writing and their mentorship of others. The nomination may come from any member of the International Security Studies Section. Nominations should be accompanied by a short letter of justification (not more than 1 page) and the nominee’s CV. The award recipient will be honored at a special panel at the ISA conference in San Francisco in April 2013. The award includes a plaque and a $500 award which will be distributed at a reception following the panel. The nomination may be sent to the chair of the committee, Gale Mattox, at

Peace
Studies Section (Peace)
The Peace Studies Section of ISA invites nominations for the 2012 Boulding Award. The award was established to honor Kenneth E. Boulding, a
founder of the field of Peace Studies. The Award Committee seeks a graduate student research paper, delivered at the most recent ISA meetings,
that is (a) theoretically based, (b) empirical (qualitative and/or quantitative), and (c) relevant to a significant problem in the field of
peace studies. Any excellent exploration in the area of Peace Research is eligible. Direct submissions from graduate students and nominations
from panel chairs and discussants are welcome. The award recipient will receive a two-year membership in the ISA (including peace studies
section), a cash award of $250.00 (USD), a travel grant of up to $300 (USD) to attend next year's convention and a certificate to be awarded at
the convention. A cash award of $50.00 (USD) will be awarded to the runner-up. Nominations are due to the chair of the award committee by
