between hopes and shadows: assessing the global order:

where we have been, where we are now, where we are going

The ninth international conference of the CISS Millennium Series continues the interdisciplinary dialogue designed to analyze and evaluate the complex and dynamic international system. Throughout the first decade of the 21st century, the international community has confronted both traditional and non-traditional challenges as well as opportunities of unparalleled scope. The contemporary global order is pulled between two forces: the shadow of confrontation in both traditional and non-traditional forms, often of unprecedented magnitude, and the hope that cooperation can overcome these challenges and ensure a more secure and prosperous global community. In a broader sense, the nature of the twenty-first century world order has raised difficult, but compelling theoretical questions concerning the relationship between our traditional conceptions of the Westphalian international order and the transnational character of globalization. The focus of the ninth CISS Millennium Conference is to examine where the international order has been, where the global community finds itself now, and where mankind is going. Proposals for papers, panels, and roundtables are invited from scholars, policy makers, members of the military and business communities, and from representatives of non-governmental organizations.
